DOCUMENTS Florida Action Team Final Report (links in process) On October 15 the Florida Action Team on Energy and Climate Change submitted this Phase 2 report to Governor Crist. It contains 50 separate policy recommendations and a separate suite of recommendations as guidance to the Florida Department of Environmental Protection in its development of a regulatory, market-based cap-and-trade emissions limiting program. The report builds on the recommendations of the Phase 1 report released November 1, 2007. Executive Orders Governor Charlie Crist has issued three Executive Orders with direct relevance to the Action Team on Energy and Climate Change: Executive Order 07-126 - deals with state leadership in energy savings and reducing greenhouse gas emissions as example to be followed by other institutions, busniesses and individuals in Florida. Executive Order 07-127 - outlines a set of immediate actions to be taken in Florida and sets targets for reductions in the state's emissions of greenhouse gases. Executive Order 07-128 - lays out the reasons climate change is a critical problem for Florida and creates the Governor's Action Team on Energy and Climate Change and lays out two phases for its work. Currently the Action Team is in Phase II developing additional recommendations (with supporting analysis) to achieve greenhouse gas reduction goals. Phase I Report - On November 1, 2007 the Florida Action Team on Energy and Climate submitted its Phase I report to Governor Crist. This report includes 35 finding and 30 recommendations. Among the categories covered are the power generation, transportation and government sectors. It calls for “organizing the state government for Florida’s energy future.” The report also “lays out a blueprint for a facilitated stakeholder process . . . [to] address in much greater detail the key issues identified in this report.” That Phase II process is now underway and the records of its decisions are noted in the Action Team section of this website. Proposed Public Service Commission Net Metering Rule - The rule amendments will require investor-owned utilities (IOUs) to file for approval with the Commission and offer customers a standard interconnection agreement for the expedited interconnection of customer-owned renewable generation systems. Memorandum of Agreement The Memorandum of Agreement between the Florida Department of Environmental Protection and the Center for Climate Strategies lays out CCS's role in facilitating and providing technical analysis for the Climate Action Team's process. Technical Work Group Resources and Websites of Interest Regional Climate Initiatives The Western Climate Initiative (WCI) The Western Climate Initiative started as an collaboration of the Governors of Arizona, California, New Mexico, Oregon and Washington in February of 2007 to address regional challenges raised by climate change. Since April 2007 British Columbia, Manitoba and Utah have joined the partnership; an additional four states and four provinces from Canada and Mexico are participating as observers. By August 2007, the WCI partners plan to set an overall regional goal for reducing greenhouse gas emissions. Western Regional Air Partnership The Western Regional Air Partnership (WRAP) is a collaborative effort of tribal governments, state governments, and various federal agencies to develop the technical and policy tools needed by western states and tribes to comply with the U.S. EPA's regional haze regulations. With help from CCS, WRAP is producing current, consistent, and comprehensive GHG inventories and forecasts for nine western states to lay the foundation for ongoing regional collaboration. West Coast Governors’ Global Warming Initiative In November 2004, the governors of Washington, Oregon, and California approved a series of detailed recommendations to reduce global warming pollution, and directed their staff members to broaden efforts on mitigation strategies in the coming year. The action was a part of the West Coast Governors Global Warming Initiative, whose three states collectively rank 7th in the world in greenhouse gas emissions. The governors are concerned that global warming will have serious adverse consequences on the economy, health, and environment of the West Coast states. They believe that their states must act individually and regionally to reduce greenhouse gas emissions and that regions can enjoy economic benefits by importing less fossil fuel and making greater investments in clean energy technologies. Conference of New England Governors and Eastern Canadian Premiers 2001 Climate Agreement The Conference of New England Governors and Eastern Canadian Premiers (NEG/ECP) is an international collaboration between U.S. states and Canadian provinces. They convene to share ideas and address issues in common relating to the environment, economic development, tourism, energy, fisheries, trade, and agriculture. Based in part on the past success of the NEG/ECP Mercury and Acid Rain Action Plans (June 1998), a regional steering committee of environment and energy officials formed to draft a plan to address the growing concerns of global warming. The Climate Change Action Plan was submitted to and accepted by the NEG/ECP in 2001. The plan is a voluntary agreement to pursue coordinated actions on climate change including measures such as: shifting to lower/zero carbon energy resources where economically feasible; implementing actions that will support and develop the regional economy; maintaining secure and reliable energy supplies in the region; fostering long-term environmental and economic sustainability; and working with the federal governments to seek additional solutions that can be addressed at the national and international level. Participating states and provinces are: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, New Brunswick, New Foundland and Labrador, Nova Scotia, Prince Edward Island and Quebec. Midwest Governors' Accord In November, 2007 ten Midwest leaders--nine US Governors and one Canadian Premier--agreed to set green house gas (GHG) reduction targets. The Accord was reached between Indiana, Illinos, Iowa, Kansas, Michigan, Minnesota, Ohio, South Dakota, Wisconsin and Manitoba. The ten agreed to develop a market based cap-and-trade mechansim to achive the reductions. Other steps to support the intiative and to reduce GHGs in other ways in part of the Accored. Regional Greenhouse Gas Initiative The Regional Greenhouse Gas Initiative, or RGGI, is a cooperative effort by Northeastern and Mid-Atlantic states to reduce carbon dioxide emissions. To address this important environmental issue, the RGGI participating states will be developing a regional strategy for controlling emissions. Central to this initiative is the implementation of a multi-state cap-and-trade program. The proposed program will require electric power generators in participating states to reduce carbon dioxide emissions. For more information, see: www.rggi.org.
